Dear all,
Please ignore my last request on "Too few factors in string..." in my
previous email -- I found my mistake. The sentence is now translated as in
the tutorial.
The next example, however, where the object in the German input comes first
(menschen beschreibt putin) gets also translated correctly, without
downweighting the reordering model (though in the tutorial it is given
as "people|nns
describes|vbz putin|nnp"):

Translating: menschen beschreibt putin .

To answer your question - the BLEU score looks quite low. You need more
training/tuning/test data. Or there is something wrong with your setup
