You can use the compact reordering model in moses2.

But to add the compact phrase table to Moses2, you will need to port the
C++ code from Moses(1). The framework for Moses and Moses2 are similar but
it still requires significant knowledge and time, it's not just about
changing binarize4moses2.perl.

I can help you a little but you'll need to do this mostly yourself
