SCFG decoding doesn't create translations with phrasal segmentations like
the phrase-based model. It create tree-like structures instead so the
output you're looking for will not be available in moses_chart.

However, both moses and moses_chart output word alignment. This can be used
for tag handling, but I'm not sure if m4loc is designed to use word
alignment
