I want to run Moses decoder without any recombination, is there any option
for this?
or I must change Moses decoder code?

good question.

i've just implemented a feature function to do this. 'git pull' and
recompile.

in your moses.ini file, add
[feature]
...
ControlRecombination type=2

To allow recombination of hypotheses with the same output, use
ControlRecombination type=1

type=2 works for both phrase-based and syntax model. type=1 for syntax
models only at the moment
