You probably have to change your default language of windows installation.
I don't understand the error message to tell you what is wrong

Hello.

As part of the MosesCore project we've created a Windows installer for
Moses. Please see http://www.statmt.org/moses/?n=Moses.Packages for
details. The installer comes with a simple UI for loading models and
translating.
