I've replicated the problem in the current master, in release-3, and
release-2.1.1. It doesn't appear to affect moses2.

I guess it's a bug in the code that has existed for a while but no-one has
seen it 'cos it's an edge case.

ps. you example model is too big to include in an email. I've put it into
dropbox and sharing the link so others can replicate it too
