the weights are in the moses.ini file, eg
[weight]

LexicalReordering0= 0.12109 0.0194831 0.0563125 0.136496 0.0459526 0.0631051

UnknownWordPenalty0= 1

You can change the max phrase length of the decoder by using
--max-phrase-length when running the decoder
